Scenario libraries without classified emitter tapes

Synthetic clutter stacks can still teach correlation discipline if authored with disciplined geography.

Many teams assume classified radar tapes are the only path to realistic training. Synthetic libraries can work when geography, sea state, and traffic density are researched with the same rigor as a live exercise plan.

We pair shoreline models with seasonal AIS density curves so operators rehearse realistic track promotion decisions. Instructors can still inject ambiguity without exposing sensitive emitter behaviors.

The trade-off is time: building a trustworthy synthetic stack takes longer than importing a tape. The benefit is shareability across partners and classrooms without a classified enclave.
